William "Will" Rachal
Chief of Staff
William Rachal was appointed as chief of staff of the Governor's Office of Homeland Security and Emergency Preparedness (GOHSEP) by the Director on January 11, 2016. Will is responsible assisting the GOHSEP Director with all homeland security and emergency and disaster preparedness and response for the State of Louisiana. GOHSEP coordinates the State’s activities to prepare for – prevent where possible – respond to, recover from and mitigate against emergencies or disaster events.
Prior to his appointment, Rachal served as the Senior Business Development Manager, Corporate College at South Louisiana Community College in Lafayette. He has been a member of the Louisiana National Guard since 1989 and serves as a Deputy Commander, Lieutenant Colonel. During his two active duty tours in Iraq, Will served in several assignments including Deputy Brigade Commander of the 256th Infantry Brigade, Deputy Director of Operations for the Louisiana National Guard, and he commanded 2nd Squadron 108th Cavalry in combat in Iraq. Will also has extensive business experience as a financial analyst specializing in strategy formulation, infrastructure financing, risk analysis, and project controls working with Parsons Brinckerhoff Quade and Douglas and Northrop Grumman, Integrated Systems and Aerostructures.
He holds a Master of Strategic Studies (MSS) from the U.S. Army War College, a MBA from McNeese State University, a Bachelor’s Degree in Economics and a Bachelor’s Degree in Business Administration both from McNeese State University. Will was awarded the Bronze Star Medal (2nd Award), Combat Infantryman's Badge, Expert Infantryman's Badge. In his spare time he enjoys spending time with family, golf, and target shooting.
