Asst. Deputy Director, Grants and
Administration
Wayne Tedesco serves as the Assistant Deputy Director of Grants and Administration for the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). His responsibilities are to support the Deputy Director/Chief of Staff and Director with respect to the agency’s Preparedness, Prevention, Response, Recovery, and Mitigation activities with the focus of directing the agency’s Grants and Administration activities for Homeland Security, Recovery, Finance, Budget, Audit, Contracts, Procurement, Employee Relations, Human Resources, Information Technology, Travel, Facility Services Management, and the Federal Grant Compliance sections and is fiscally responsible for the oversight and management of the agency’s $4 billion annual budget.
Prior
to joining the GOHSEP team in May 2022, Wayne served the citizens of the State
of Louisiana for 20 years in multiple capacities to include
Public
Safety, Housing, and Environmental Quality
with agencies such as
the
Louisiana Department of Public Safety and Corrections, Public Safety
Services, Louisiana Housing Finance Agency (LHFA)
, and the Louisiana
Department of Environmental Quality (LDEQ)
respectively.
From
September 2007 to May 2022, Wayne worked in the Financial Services Division of
the Office of Management and Finance for the
Louisiana Department of Public
Safety and Corrections, Public Safety Services
where he
served as a Senior
Accountant Manager in the areas of Funding Analysis, Accounts
Payable, Accounts Receivable, Procurement, Grants, Reconciliation, Fiscal
Reporting, Program Administration,
and Project Management.
During this time, he managed, fiscally led, and supported the following
LDPS&C, Public Safety Services agencies: Office of Management and
Finance, Office of State Police, Office of Motor Vehicles, Office of Legal
Affairs, Office of State Fire Marshal, Gaming Control Board, Liquefied
Petroleum Gas Commission, Highway Safety Commission, State Police Commission,
Office of State Police Training Academy, DPS Cafeteria, Supplemental Payments
to Law Enforcement Personnel (Police, Fireman, Marshals, Constables, Justices
of the Peace), as well as providing just the same Back-Office financial support
functions for the Office of Juvenile Justice, Local Housing of State Juvenile
Offenders, and the Governor’s Office of Homeland Security and Emergency
Preparedness.
The
experience both shared and gained with GOHSEP coupled with the rewarding realization
of making an aiding and lasting impact on our citizens and the public as a
result of the Coronavirus Disease (COVID-19) Pandemic learns is what led to his
desire to want to join the GOHSEP Agency.
From
September 2005 to September 2007, directly after the devastating aftermath of
Hurricane Katrina and with the demanding Housing boom on the cuff, Wayne
quickly propelled himself to the forefront of this industry and where the need
was by joining the
Louisiana Housing Finance Agency (LHFA) where he
took on his first supervisory role in managing both the Single and Multifamily
Mortgage Revenue Bond Programs for this Agency.
From
January 2002 to September 2005, Wayne worked in the Financial Services Division
of the
Louisiana Department of Environmental Quality (LDEQ) where he
first began his career as an
Accountant working in
both
Accounts Receivable and Budget.

Wayne is a
native of Arabi, Louisiana in St. Bernard Parish and is a former graduate of
Chalmette High School in 1996 and Southeastern Louisiana University (SLU) in
2002. At SLU, he received his
Bachelor of Science in Accounting with
a
Minor in Management.
Wayne now resides in Ponchatoula, Louisiana with his wife Rachel and their 3
children, Jace, Ashton, and Milania.
