Clayton Rives

Assistant
Deputy
Director,
Homeland Security


On June 16, 2008,
Clayton Rives was appointed as the Assistant Deputy Director
– Homeland Security by Director Mark Cooper. Clay began his
career as a criminal justice professional in 1989, working
for the Louisiana State Police in the Bureau of Information
and Identification. In 1991, Rives accepted a position with
the Governor’s Office, where he was assigned to the
Louisiana Commission on Law Enforcement and Administration
of Criminal Justice. He joined the staff of the Louisiana
Department of Justice, Office of the Attorney General,
Investigation Division, in 1994, where Rives progressed from
the positions of Intelligence Analyst, Investigator, and
Technology Specialist to a management position of Section
Chief. In 2005, Rives was appointed as Deputy Director of
the Investigation Division and directed activities of the
state-wide investigative, forensic, and support sections.
In addition to
administrative and investigative duties at the Louisiana
Department of Justice, Clay was selected by the Attorney
General to serve as the field commander of the Attorney
General's Hurricane Task Force and lead the emergency field
response for both Hurricane Katrina and Hurricane Rita. The
Task Force rendered aid in six broad areas: prisoner
evacuation and relocation; search and rescue; executive
protection and tactical escorts; criminal patrol;
correctional services; and, criminal and civil
investigations. Rives later established the Louisiana
Attorney General's Rapid Response Team to provide support to
local agencies during natural or manmade emergencies or
disasters.
Rives has
established himself as a state leader in the area of
information security, network infrastructure protection,
white collar crimes, computer forensics, and proactive
online investigations. Rives has trained law enforcement
officers, prosecutors, and appointed and elected officials
on related topics for the Attorney General's Office,
Louisiana Sheriffs' Association, Louisiana District
Attorneys Association, National District Attorneys
Association, Gulf States
Regional Center for Public Safety Innovations, and the
National Center of Justice and Rule of Law located at the
University of Mississippi, School of Law. Rives has also
been a guest speaker for numerous state and national
conferences.
Rives was an
original member of the Attorney General's High Technology
Crime Unit and the Sexual Predator Apprehension Team and
played a key role in the development of both nationally
recognized state programs. Rives represented Louisiana
nationally from 2004 to 2008, serving as the Louisiana
Commander of the Internet Crimes Against Children (ICAC)
Task Force. Rives is a former National ICAC Board Member,
National ICAC Working Group Member, and served on the
National ICAC Legal Committee. During that time, Rives was
part of a team that developed policy and standards for ICAC
Task Forces throughout the United States.
Clayton
Rives has been recognized by the International Association
of Special Investigation Units for a multi-jurisdictional
investigation in metropolitan New Orleans that led to the
successful prosecution of an organized crime network
spanning three countries. Clay was honored in 2008 by the
United States Department of Justice, ICAC Task Force
Executive Board for his service and his dedication to
protecting children across America. Clay holds a Bachelor of
Arts degree in Criminal Justice from Southeastern Louisiana
University and a Master of Public Administration from
Louisiana State University. He is a graduate of the 122nd
LSU Police Training Academy and the 2005 LSU Command
College. He is originally from Shreveport and currently
resides in Baton Rouge with his wife and two young sons.
