Long-Term Recovery Subcommittee

The Long-Term Recovery Subcommittee (LTRS) was created as a subcommittee under the Unified Command Group (UCG) in August 2018 as part of the authority of the Louisiana Homeland Security and Emergency Assistance and Disaster Act (Louisiana Disaster Act). The UCG is the State’s strategic decision-making body for emergency and disaster response and is comprised of emergency response professionals.  

The subcommittee is dedicated to long term recovery and sustainability. Long term recovery and sustainability is the ability of the state of Louisiana to build the capacity of plans, procedures, and contracts in order to offset rising disaster related costs; furthermore, it strategizes ways that improve community resilience and whole community preparedness.  The subcommittee is aligned with the ESF 14 State of Louisiana Disaster Recovery Framework and FEMA's National Disaster Recovery Framework. During EOC activation, the LTRS is convened alongside the UCG to access recovery needs following a disaster, activate Recovery Support Functions (RSF)’s for complex recovery issues, and develop post-disaster recovery strategies.

Membership

The Subcommittee is comprised of key State agencies and local emergency management subject matter experts as listed below:

• The director of the Governor's Office of Homeland Security and Emergency Preparedness, or his designee.
• The executive director of the office of community development, disaster recovery unit, or his designee.
• The commissioner of the Louisiana Department of Agriculture and Forestry, or his designee.
• The secretary of the Louisiana Department of Wildlife and Fisheries, or his designee.
• The lieutenant governor, or his designee.
• The secretary of the Louisiana Department of Children and Family Services, or his designee.
• The secretary of the Louisiana Department of Health, or his designee.
• The state superintendent of the Louisiana Department of Education, or his designee.
• The secretary of the Department of Transportation and Development, or his designee.
• The executive director of the Louisiana Housing Corporation, or his designee.
• The secretary of Louisiana Economic Development, or his designee.
• The chairman of the Coastal Protection and Restoration Authority, or his designee.
• The chairman of the regional parish office of emergency preparedness parish director's subcommittee.

Duties

The Subcommittee provides a forum where State and local agencies can come together to develop long-term recovery planning initiatives and advise on opportunities that will achieve sustainability efforts within affected localities.  The subcommittee works to strategize effective programs and plans to improve regulatory items set by state and federal legislation and recommend codified changes that will enhance recovery efforts. The intent is to effectively prepare for recovery.  Developing a resilient Louisiana means that planning and policy must be measured against all hazards and throughout the entire emergency management cycle. From government to business to non-profits, true community resilience is most effective with integrated preparation of staff members through planning and exercise, partnership development, and resource management.  The Subcommittee will establish advisory committees for specific issues.

Submitting an annual report to the governor and to the UCG by January first of each year.
