Critical Infrastructure

Secure the Nations Critical Infrastructure using the following programs:

THIRA

The Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) annually conducts a Threat and Hazard Identification and Risk Assessment (THIRA). The THIRA identifies and analyzes the threats and hazards that face a jurisdiction (in this case the State of Louisiana) and estimates their impacts on the 31 Core Capabilities created by the National Preparedness Goal. Capability Targets are then created in order mitigate or minimize those impacts and allow for the accomplishment of the Core Capabilities. Upon completion of the THIRA, resources needed to meet the Capability Targets are identified through a Capability Estimation process. Finally, a State Preparedness Report (SPR) is prepared to determine where the State is in relation to where is wants to be in regard to the Capability Targets.

DHS INFRASTRUCTURE PROTECTION (IP) Gateway

This powerful analysis tool uses the protection and resilience data from completed surveys and assessments to enhance steady state, special event, and domestic incident support capabilities. It enables users to make predictions regarding the impact of various emergencies, and prioritize their planning, protection, response, and recovery efforts. GOHSEP provides access to the system on a need-to-know basis screened by the CISA Gateway administrator. Prerequisite is PCII.

Protected Critical Infrastructure Information (PCII)

NCIPP is the identification and prioritization of critical infrastructure—assets, systems, and networks that if destroyed or incapacitated would have national or regional consequences—and provides the foundation for infrastructure protection and risk reduction programs and activities executed by the Department of Homeland Security. During the yearly open season data call, Protective Security Advisors nominate, through DHS’s Infrastructure Analysis and Strategy Division, critical infrastructure from within the state for consideration into this program.

Special Event Assessment Rating (SEAR)

During the yearly National Special Events Data Call, all 64 parishes voluntarily submit special events to the Department of Homeland Security’s Special Events Working Group for a risk assessment. These events are rated as SEAR 1-5 based on risk methodology that considers threat, vulnerability, and consequence. Submitted events range from farmers markets all the way to the Super Bowl.
