In Fall 2014, the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) convened a committee to develop a Louisiana All-Hazards Incident Management Team (LA AHIMT) program. The committee reviewed federal guidance and incident management programs implemented by other states to inform the development of Louisiana’s framework.
In Spring 2015, the committee transitioned under the Unified Command Group’s First Responders Subcommittee and was formally established as the Louisiana All-Hazards Incident Management Team Working Group on February 23, 2015. The Working Group reviewed national doctrine and guidance, including model documents developed by the All-Hazards Incident Management Team Association (AHIMTA), to support the development of Louisiana’s program.
The Working Group’s efforts led to the development of the Louisiana Incident Management Qualification System (LIMQS) implementation plan. On January 18, 2023, the First Responders Subcommittee unanimously recommended adoption of this plan to the Director of GOHSEP.
The State of Louisiana recognizes and thanks the individuals and agencies who contributed to the development of this guide, particularly AHIMTA for providing documentation that supports standardized best practices for Incident Management Teams nationwide. This guide advances Louisiana’s implementation of the National Incident Management System (NIMS) and strengthens the capability of state and local jurisdictions to prevent, protect against, mitigate, respond to, and recover from all-hazards incidents.
Accordingly, the State of Louisiana adopts the Incident Management Team Qualification System (IMTQS) Guide and Position Task Books, including future updates and revisions, for implementation within the state.
