Homeland Security Grant Program: State Homeland Security Grant Program (SHSP)
The Homeland Security Grant Program (HSGP) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure and resilient Nation. The building, sustainment, and delivery of these core capabilities are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community. The HSGP supports efforts to build and sustain core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs.
HSGP is comprised of three interconnected grant programs:
Together, these grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration.
State Homeland Security Program (SHSP)
Local communities, the State and Federal Government have a vested interest in the prevention of terrorism and other catastrophic events. The goal is to prevent emergencies and/or disasters that could cause major damage or impacts to the State.
State Homeland Security Program (SHSP) grants assist local, State and Tribal preparedness activities that address high-priority preparedness gaps across core capabilities where an association to terrorism exists.
Core capabilities are those capabilities, organized around five (5) mission areas – Prevention, Protection, Response, Recovery and Mitigation – necessary to:
- Avoid, prevent or stop a threatened or actual act of terrorism, within the United States.
- Secure and protect the homeland against acts of terrorism and man-made or natural disasters.
- Through emergency disaster and response efforts, save lives, protect property and the environment, and meet basic human needs after incident.
- Assist communities affected by an emergency or disaster event it recovers effectively.
- Lessen the impacts of disasters by reducing the loss of life and property.
All supported investments are based on capability targets and gaps identified in achieving those targets, during the Threat + Hazard Identification + Risk Assessment (THIRA) process and assessed in the State Preparedness Report (SPR).
Who can Participate in the SHSP Program?
Grants are awarded to the State. Funds are allocated to local governmental units. At least 80% of the funds awarded under SHSP must be obligated to local government units within 45 days of the acceptance of the grant award.
What Activities are Funded Through SHSP?
Activities funded under this grant include planning, organization, equipment, training and exercise needs to prepare for, prevent and protect against, respond to, recover from and mitigate against acts of terrorism and other catastrophic events. At least 25% of funds allocated under SHSP and UASI must be dedicated towards law enforcement terrorism prevention activities (LETPA).
Application Process
The State Administrative Agent (SAA) is the only entity eligible to apply for and administer HSGP program funds. GOHSEP is the SAA.
