New Vision, Mission, and Goals

Vision: To serve as an extension of the Office of the Governor by providing strong, effective leadership during crisis events while enhancing steady state operations and services delivered by state agencies to Louisiana residents, businesses, and organizations.

Mission: The mission of GOHSEP is to advance three core priorities that guide efforts to save lives, protect property, and maintain critical infrastructure:

• Priority I: Ensure that GOHSEP functions as the Governor’s emergency arm, working collaboratively with all Emergency Support and Recovery Function agencies under the U.S. National Response Framework and the Louisiana Homeland Security, Emergency Assistance and Disaster Act across preparedness, response, recovery, mitigation, and prevention activities.
• Priority II: Advocate for Municipalities, Parishes and Parish Organizations, Sub-Recipients, and State Agencies by ensuring they have a voice and a dedicated partner committed to securing the maximum available funding from federal and state programs in a timely and efficient manner.
• Priority III: Continuously evaluate internal business practices and pursue possible improvements. This includes assessing the mission and performance of internal departments to ensure they deliver superior support to all stakeholders throughout Louisiana.

Goals

• GOHSEP will provide decisive leadership focused on lifesaving actions, mitigation measures to safeguard public and private property, and efforts to strengthen and sustain critical infrastructure.
• GOHSEP will rapidly and effectively coordinate resources across all phases of the emergency management cycle—preparedness, response, and recovery. Resource requirements will vary at each stage, and all three divisions will operate in deliberate, synchronized support of one another.
• GOHSEP will maintain strict internal accountability as an operational arm of state government, upholding its strategic directive to save lives, protect property, and maintain infrastructure.
• GOHSEP will standardize internal strategic communication through a clear and consistent format incorporating task, purpose, issue, discussion, and recommendation to ensure concise, actionable products.
