Intelligence Coordination Center (ICC) - NEW
Mission:
Promote information/intelligence sharing throughout the State of Louisiana; Federal, State, Local, Tribal and Private Partners. Serves as a compliment to the Louisiana State Analytical Fusion Exchange and the Governor’s intelligence sharing initiative. Provide Protective Intelligence during an emergency or special event in support of the Unified Command Group (UCG), GOHSEP Operations, and Emergency Support Function (ESF) Leads. Provide strategic long-range threat warnings and predictive analysis to policy makers and subcommittees to make risk informed decisions or recommend legislation.
Strategic Areas of Concern:
The ICC partners with members of the intelligence community and the law enforcement community within the state of Louisiana to provide long range predictive analysis and forecasting on threats that may have an impact on Louisiana. The areas of concern include critical infrastructure, human trafficking, special events, unmanned aerial systems (UAS), cyber threats, chemical/biological/radiological hazards, counterterrorism, and school safety.

Suspicious Activity Reporting is a key component of homeland security and emergency preparedness efforts. Early identification of pre-operational behaviors such as surveillance, elicitation of information, or testing of security measures can disrupt potential criminal or terrorist plots.
Public awareness and participation significantly enhance situational awareness for law enforcement agencies. Citizens, employees, and stakeholders are encouraged to report behaviors that appear out of place or inconsistent with normal patterns. Reports should be directed to local law enforcement or appropriate reporting systems and include specific, objective details whenever possible.
Effective reporting strengthens intelligence-sharing networks and supports proactive threat mitigation.

7 Signs of Terrorism
- Surveillance: Recording or monitoring activities. May include drawing diagrams, note taking, use of cameras, binoculars or other vision-enhancing devices or possessing floor plans or blueprints of key facilities.
- Elicitation: Attempts to obtain operation, security and personnel-related information regarding a key facility. May be made by mail, fax, e-mail, telephone or in person.
- Tests of Security: Attempts to measure reaction times to security breaches or to penetrate physical security barriers or procedures to assess strengths and weaknesses.
- Acquiring Supplies: Attempts to improperly acquire items that could be used in a terrorist act. May include the acquisition of explosives, weapons, harmful chemicals, flight manuals, law enforcement or military equipment, uniforms, identification badges or the equipment to manufacture false identification.
- Suspicious Persons: Someone who does not appear to belong in a workplace, neighborhood or business establishment due to their behavior, including unusual questions or statements they make.
- Dry Runs/Trial Runs: Behavior that appears to be preparation for a terrorist act without actually committing the act. Activity could include mapping out routes and determining the timing of traffic lights and flow.
- Deploying Assets: Placing people, equipment and supplies into position to commit the act. This is the last opportunity to alert authorities before the terrorist act occurs.
