Documentation confirms real-world command/management within an active ICS or EOC structure: 3 major activations within the past 5 years, OR 5 major activations within the past 7 years.

A complete, signed ICS-214 Activity Log is enclosed for every single real-world activation or major disaster declaration used to satisfy the experience threshold. If reciprocity, LEM certification or formal agency letter.

Proof of active employment or direct service in emergency management within the past 18 months, plus a documented minimum of 5 years total cumulative field experience.

Standard Position Task Book Pathway

NMS Core Curriculum & Specialty Training *

Completion of foundational curriculum (IS-100, IS-200, ICS-300, IS-700, IS-800) and required position-specific coursework verified via STEMS transcripts or certificates.

Advanced Command Coursework (ICS Field 2) *

ICS-400 course-completion certificate is validated (specifically mandatory for progression to Type 2 Field positions).

Position Task Book (PTB) Initialization *

Appropriate FEMA/NQS PTB has been formally opened by partner agencies, regional leadership, or Incident Training Specialists.

Field Performance Evaluation Threshold *

Tasks have been field-evaluated and signed off by qualified Evaluators across a minimum of three (3) distinct qualifying experiences.

Real-World Incident Minimum *

At least one (1) of the three qualifying experiences occurred during an actual, documented Type-3 incident (or higher).

Final Evaluation Sign-off *

The Final Evaluator has executed the official verification statement within the PTB, recommending the candidate to GOHSEP for final qualification.
